Magic
Magic is fairly limited. Of course the magical species have full access to the magic they can naturally use (though the dragons of the Rocky Mountains are only able to use base telekinses after reaching about 10 years or so). Sometimes, however, non-magical species will be able to use small and simple magics, such as potion-making and weaker spells.
Communication
Species to species communication is straight-forward and entirely possible. A bear will understand a bear; a mountain lion will understand a mountain lion. Similar species, such as coyotes and wolves, will have some difficulty, but it will be very minimal and communication often isn't very hampered. Otherwise, it depends on the bond. If a bighorn sheep finds itself good friends with an eagle, they will probably be able to communicate fairly effectively. Humans, however, will generally have a difficult time communicating with any species. Certain personalities - calm, patient, and more comfortable with animals then humans - will allow them to communicate more easily. Due to some of the strange things of magic and technology, occasionally communication will be aided due to a minor mutation in the nonmagical animals. Magical species will usually be able to communicate more easily, often being able to talk with all species unless somehow prevented.
